The timeline is brutal: robotic scouts launch in 2029, cargo drops begin in 2031, boots hit regolith in 2032, and by 2033 a cluster of inflatable habitats, solar masts and 3-D-printed landing pads should glint under Earthrise. After that, crews will rotate in 90-day shifts—no permanent settlers, just long enough to test how human lungs, drills and politics behave when the nearest ambulance is 384,400 km away.
From gateway graveyard to lunar landlord
García-Galán’s promotion is also a funeral. The lunar Gateway station—once the agency’s planned waypoint to Mars—has been quietly shelved, its funding redirected to a surface base that can actually extract water ice and bake bricks. The Spaniard had already run integration for Gateway’s European service module; instead of mourning, he recycled the supply-chain contracts, re-routed the contractor road map and presented NASA with a cheaper, dirt-under-the-nails alternative. Congress said yes in a closed-door markup that barely lasted twelve minutes.
His résumé reads like a launch checklist: Florida Tech degree, ISS flight controller during a ammonia pump failure, Lockheed Orion module lead, NASA silver medal for saving the agency $120 million by redesigning a brittle avionics rack. Meanwhile, China’s Chang’e-8 mission aims to touch down at the south pole in 2028—five years before NASA’s crewed arrival. The race is not for flags and footprints; it’s for the ice shadows that hide billions of tonnes of water and, by extension, rocket fuel. Whoever learns to mine those shadows first sets the price list for every subsequent Mars ticket.
Isaacman joked that García-Galán will rule the Moon like a colonial magistrate; the engineer answered with numbers instead of bows. He needs 37 metric tonnes of hardware, 27 autonomous rovers, two fault-tolerant reactors and one law that still doesn’t exist: who owns the ice once it’s vaporized? “I don’t need a crown,” he told reporters after the briefing. “I need a waiver for launch windows and a Congress that remembers my name when the first solar storm fries our relay.”
By 2033 the base is supposed to look like a gravel parking lot with inflatable bounce houses, but the blueprint on his tablet already shows version 3.0: buried domes, sintered roads, a landing pad heavy enough to catch a Starship. If the schedule slips—lunar schedules always slip—García-Galán will still be there, older, greyer, arguing over grams of payload margin while Earthrise glares through the viewport. The Moon does not care about flags; it cares about mass fractions and thermal cycles. And for the next decade, a quiet man from Málaga owns both spreadsheets.
