Paradela, who doubles as regional minister for Industry and chair of the Agency, was blunt about the urgency: “We cannot afford to be the last region that discovers quantum only when Beijing or Boston already prices water with it.” Translation: Andalusia’s agricultural exports, 30 % of its GDP, hinge on predicting droughts faster than the current EU satellites allow. Quantum annealers promise to chew through 60-year evaporation models in minutes, turning irrigation schedules into live optimisation loops instead of seasonal guesses.
