In a move reshaping the energy landscape for AI dominance, Chevron, Microsoft, and Engine No. 1 are forging a $7 billion partnership to build a massive power plant in West Texas. The facility, strategically located near Pecos, promises a steady stream of electricity – initially 2,500 megawatts – to fuel Microsoft's burgeoning data center ambitions and underscores a broader trend of tech giants securing power sources closer to the source.

The engine no. 1 factor: activist roots and energy expertise
The alliance isn't entirely surprising. Engine No. 1, the investment firm, has a history with Chevron, having spearheaded a successful activist campaign against ExxonMobil that significantly bolstered Chevron's standing in the burgeoning AI energy sector. Their knack for identifying strategic opportunities, coupled with Chevron’s existing infrastructure and access to natural gas, created a potent foundation for this venture. Securing seven GE Vernova gas turbine orders – a feat due to intense demand and lengthy backlogs – further cemented Chevron’s position.
Microsoft's motivations are equally clear. The race for AI supremacy between Microsoft, Alphabet, and Amazon is fundamentally a battle for compute power. Reliable, base-load electricity is the lifeblood of these data centers, and the West Texas location offers proximity to abundant natural gas reserves within the Permian Basin, the nation’s largest oilfield. Landbridge, a significant landowner in the region, notes a surge in data center proposals, with at least nine major projects considered in North and West Texas over the past two years—a testament to the escalating demand.
But there’s a compelling detail often overlooked: the sheer volume of natural gas produced in the Permian Basin frequently exceeds transportation capacity, leading to the practice of flaring—essentially burning—the excess. The Pecos plant offers a solution, utilizing this readily available resource to power the next generation of AI infrastructure. The projected 2027 start date, with a potential expansion to 5,000 megawatts, would place it among the most powerful energy facilities in the U.S., dwarfing many conventional sources.
However, regulatory hurdles remain.
The deal, currently under an exclusive agreement, awaits fiscal and environmental approvals, alongside finalized commercial terms. As stated in a joint release to Bloomberg, “Chevron, Microsoft, and Engine No. 1 have signed an exclusivity agreement relating to a proposed energy generation and electricity purchase.” The future of AI’s power grid, it seems, is being forged in the heart of Texas, fueled by natural gas and a relentless pursuit of technological dominance.
