Europe splashes €15.6 million on a vleo war-sat that will scrape the atmosphere
The European Defence Agency has just written a €15.65 million cheque for a 17-company squad led by Spanish aerospace shop Sener. Their mission: design a military satellite that can survive and fight in very low Earth orbit—a bruising band only 150–350 km up where the air still bites and every sunrise feels like sandpaper on solar panels.

Spain, France, Luxembourg, Portugal and Slovenia are splitting the bill. They want eyes, ears and weapons down where civilian Earth-imagers dare not linger because drag eats propellant for breakfast. The project, tagged VLEO-DEF, runs for 36 months and feeds directly off the agency’s earlier LEO2VLEO experiment—an Austrian-Dutch effort that has been play-hopping three small sats between 500 km and 200 km since January.
Drag is only half the story. At that altitude a 30 cm camera resolves number plates, not just zip codes, and a Ka-band antenna can ping a soldier’s handset with latency measured in single-digit milliseconds. The trade-off: you need either a xenon-thruster sipping like an espresso addict or an aerodynamic hull that turns the thin air itself into lift.
Sener’s consortium—Airbus Defence and Space, Thales Alenia Space, the Portuguese radar house Geosat, Luxembourg’s Gomspace and nine other niche outfits—must pick one path or invent a third. No public spec sheet exists yet, but insiders whisper about self-healing composite skins, magnetic torquers for attitude control without fuel, and a modular bus that can be re-kitted from reconnaissance to electronic warfare in a clean room overnight.
Money talks, and Brussels rarely spends defence R&D cash this fast. The award landed only six months after the first call, a velocity that suggests someone inside the Council wants a demonstrator circling before the current European Parliament term expires in 2029. Spain gets the industrial lead, a diplomatic win for a country that has spent two decades trying to move its aerospace sector from Airbus subcontractor to prime.
LEO2VLEO will deliver data, VLEO-DEF must deliver a blueprint. If the engineers nail it, Europe owns a ghost fleet: satellites that can dip, loiter, snap, jam and scoot back upstairs before Russia or China schedule a rendezvous. Miss the deadline and the agency is left holding a very expensive PDF.
The clock is ticking in 36-month chunks. Low orbit just got lower—and a lot more crowded.
