Carlos García-Galán just traded Houston traffic for Moon dust. The 48-year-old Spaniard, who left Málaga at 18 with a one-way ticket to Florida and a childhood dream of wearing the worm-logo patch, now sits at the helm of NASA’s permanent lunar base program—an operation that will burn through $20 billion before the first astronaut unpacks a suitcase in 2032.
From torre del mar to tranquility base
The ascent took 27 years. After a Space Sciences degree at the Florida Institute of Technology, García-Galán joined NASA in 1997 as a flight controller, shepherded shuttle dockings to the ISS, then hopped to Honeywell to write the software that keeps Orion alive. He returned in 2008, spent a decade integrating Europe’s service module, and in January became deputy of Gateway—NASA’s planned lunar-orbiting mini-station—before HQ handed him the keys to the entire surface campaign.
Officially his title is “program executive,” a bureaucratic label that hides a simple truth: every kilogram of regolith bagged, every watt of nuclear power deployed, every contractor invoice signed between now and 2032 will cross his desk. No lunar bulldozer moves without his signature.

The three-phase gold rush
NASA’s roadmap is already engraved in PowerPoint, but the budget makes it real. Phase 1 (2026-28) buys reliable rides—likely Starship and Blue Moon landers—to Shackleton Crater. Phase 2 (2029-31) erects the first four-person habitat, a pair of 3-D-printed cubes sintered from local dust and wrapped in 30 cm of regolith shielding. Phase 3 (2032 onward) opens the 500-km rover traverses that will hunt for extractable ice and helium-3. García-Galán’s job: keep the schedule from sliding rightward faster than the money evaporates.
Europe wants in. ESA floated a permanent base concept in 2016 and watched it die in committee; this time they’re offering the Esprit refueling module and a Spanish-built communications relay in exchange for three astronaut berths. García-Galán, fluent in both languages and agency politics, is the natural shuttle diplomat.

Radiation, micrometeorites and a 250 ¥c thermometer swing
The Moon doesn’t do hospitality. Galactic cosmic rays spike cancer risk 3 % per month, micrometeorites punch holes faster than patches cure, and the 28-day cycle swings surface temperature from -180 ºC at night to +120 ºC at noon. The base design counters with buried vaults, an aluminum-reinforced epoxy outer shell, and a redundant power spine that mixes roll-out solar arrays with a 10-kilowatt nuclear fission unit. García-Galán already approved the risk matrix; red rows outnumber green three to one.
He keeps the Snoopy Silver Award—NASA’s highest honor for flight safety—on the same shelf as the 2001 Honeywell plaque. Colleagues say he quotes both in meetings, depending on whether he needs to charm or terrify the room.
Congress has funded only the first $2.8 billion tranche; the remaining $17.2 billion awaits annual appropriations that could vanish with a single election. García-Galán’s calendar is now a blur of Capitol Hill briefings, industry days and midnight telecons with contractors who still think “lunar night” is a metaphor.
If the schedule holds, the first crew will touchdown 7 December 2029, unload a small Spanish flag alongside the Stars and Stripes, and photograph the Earthrise that García-Galán first watched on a 14-inch CRT in his parents’ living room. He won’t be on board; his battlefield is the spreadsheet. But every byte of telemetry, every kilo of payload mass margin, bears his fingerprints.
The Moon is about to become a construction site. García-Galán brought the hard hat; NASA brought the checkbook. The dust will decide who blinked first.
