Moscow has stopped complaining about Starlink and started building its own sky-high answer: a 40-metre solar-winged leviathan that can loiter 24 km above Ukraine for 40 days straight, beaming 5G while jamming everything below.

Engineers at the Center for Unmanned Systems & Technologies call the machine Argus. Officially it is a HAPS—High-Altitude Platform Station—but inside the lab they nickname it “pseudo-satellite” because it behaves like a LEO bird yet never reaches orbit. A carbon-fiber skeleton keeps the airframe at 40 kg payload, just enough for a 4G/5G gNodeB, a hydrogen fuel cell stack and a rack of EW pods that can drown GPS, drone links or even Starlink beams in white noise.

The flight profile is brutal: climb to 15–24 km in under two hours, then park inside the winter jet stream while photovoltaic skin trickle-charges the cells. At dusk the fuel cell takes over, sipping from 6 kg of liquid hydrogen. Result: continuous coverage of a 200-km-radius bubble with latency under 30 ms, according to Stratolink documents leaked to TASS.

Kiev’s short-range MANPADS ceiling tops out at 4 km. The only tools left are multi-million-euro S-300 or Patriot rounds. Shooting down a $150,000 foam-and-solar airframe with a $3 million missile is the kind of math that makes planners wince. Russia is betting Ukraine will hesitate, allowing Argus to circle above artillery corridors and relay kamikaze drone video in 1080p while erasing Ukrainian command links.

Spring 2026 is the live-fire audition. If Argus survives, expect a constellation of three to five copies spaced 100 km apart, handing Russian battalions a private internet that never touches foreign ground stations. The West handed Kyiv Starlink as a lifeline; Moscow’s reply is a ghost that never leaves the sky and refuses to be jammed by anyone—except, perhaps, itself when the hydrogen finally runs dry.
