A factory of killer apps

Mykhailo Fedorov, the 33-year-old digital minister who once crowd-sourced drone funds on Telegram, calls the centre the first of many. Each future lab will own a slice of modern war—long-range strike, electronic warfare, cyber—until the entire defence ministry looks more like a venture studio than a brass office. The AI hub sits inside that ecosystem, crunching front-line footage, radar ghosts and intercepted calls to train models that rewrite battle plans overnight.

Western defence giants have peddled similar promises for years, locked inside air-conditioned demos. Ukraine ships code while the front line is still hot. A neural network that learns to recognise T-72 turrets in grainy drone video can be patched and pushed to the field by sundown, soldiers updating firmware the way civilians refresh Instagram.

Starmer’s team admits the quid pro quo: every algorithm hardened in Ukrainian mud migrates back to Porton Down and DSTL labs, sparing British troops the tuition fee of live fire. The Ministry of Defence calls it “lessons-learned in real time”; critics call it outsourced combat R&D.

Zelenskyy’s pitch in Europe this week is straightforward: keep the ammunition coming, but also keep the code repositories open. Spain, next on his itinerary, is already testing AI-targeted 155 mm shells. Germany’s Rheinmetall ships sensor-fused fuses. France finances satellite swarms. None, however, host their algorithms inside a ministry that gets shellacked daily.

The risk is as obvious as the opportunity. Machine learning systems fed by war crimes and chaos inherit both. A mislabelled convoy, a poisoned data set, a spoofed radio signature—each can nudge an algorithm toward friendly fire or civilian casualties. Ukraine’s answer is iteration: fail today, patch tonight, redeploy tomorrow. In a conflict where a week of stalemate costs square kilometres, speed trumps caution.

By the time winter sets in, Kyiv wants an “AI-first” battalion: units that march with tablets showing predictive heat maps, drones that loiter until software green-lights a strike, artillery that adjusts its own co-ordinates before human officers finish the sentence. If it works, NATO planners say, the template ships east to the Baltics and north to the Arctic. If it fails, the crash report is written in wreckage on the steppe.

Either way, Europe’s first military AI centre is no longer a slide deck. It is a guarded floor in a Kyiv office block where soldiers bring bullet-scarred laptops, plug them in, and watch the front line recompile itself overnight. The bill: £500 k. The deadline: whenever the next salvo lands.
